ATA’s new lobbying firm named in disclosure record

WASHINGTON — The American Trucking Associations hired Chapman Capitol Consulting Inc. to lobby the federal government on transportation-related issues, according to a disclosure form.
The firm will lobby on Transportation and Homeland Security appropriations, safety and highway funding, according to the form posted online Nov. 28 by the Senate's public records office.
An online search by The Trucker indicates the lobbying firm’s Colin Chapman served as chief-of-staff for Rep. Don Young from 1997 to 2003. Young, a Republican from Alaska, chaired the House Transportation and Infrastructure Committee from 2001 until the Democrats gained control of the House of Representatives earlier this year.
At more than $700,000, the ATA topped the list of trucking firms and organizations in federal campaign contributions for the 2006 election cycle, according to the Center for Responsive Politics. The list does not include transportation unions.
So far in the 2008 cycle, ATA-affiliated contributors have given more than $300,000, the center reports.
Lobbyists are required to disclose activities that could influence members of the executive and legislative branches, under a federal law enacted in 1995. They must register with Congress within 45 days of being hired or engaging in lobbying.
