FMCSA proposes entry level driver mandatory training requirements

WASHINGTON — The Federal Motor Carrier Safety Administration says a new proposed rule would strengthen the agency’s entry level driver training requirements as a means to enhance the safety of Commercial Motor Vehicle operations on our nation’s highways.

The Notice of Proposed Rulemaking published Dec. 26 proposes to revise standards for mandatory training requirements for entry level operators of CMVs in interstate operations who are required to possess a CDL.

Those who already possess a CDL or obtain one before a date three years after a final rule goes into effect would be exempt from this rule.

Following three years after a final rule, those applying for a new or upgraded CDL would be required to successfully complete specified minimum classroom and behind-the-wheel training from an accredited institution or program.

Each state driver-licensing agency would only issue a CDL if the applicant presented a valid Driver Training Certificate obtained from an accredited institution or program.
