OOIDA, safety group question Mexican carriers’ DOT applications

Both OOIDA and the safety advocates comments primarily focused on inconsistencies in the carriers’ application for operating authority, particularly for failing to list affiliations with motor carriers already operating.

WASHINGTON — Both the Owner Operator Independent Drivers Association and the Advocates for Highway and Auto Safety have filed objections to the possibility of the Federal Motor Carrier Safety Administration granting operating authority to three Mexico-domiciled motor carriers to participate in the cross-border pilot project.

The agency on May 11 announced that Higienicos y Desechables del Bajio SA de CV (Higienicos), Servicios Refrigerados Internacionales SA de CV (Servicios) and Transportes Del Valle De Guadalupe SA de CV (Transportes) had passed the Pre-Authorization Safety Audit and asked for comments on the three carriers.

“Advocates continues to raise concerns and suspicions about the commonality of information between the applicants and even more so about the contradictory information provided by individual applicant companies,” the organization said in its comments.

OOIDA questioned the ability of the person listed as responsible for Higienicos’safe operations to do his job given his locale.

OOIDA asks can the person listed by Higienicos as responsible for safe operations and compliance, Juan Manuel Hernandez, located in Tijuana, Mexico, be responsible for the safety and compliance of Higienicos when that person is located 1,400 miles away from the applicants’ physical address of Guadalajara, Jalisco, Mexico.”

Advocates also noted a concern about the short time period (10 days) in which to submit comments after the Federal Register notice.
