WASHINGTON — The average price for a gallon of diesel has risen another penny or so, the second increase after three months of falling prices.

Officially, the nationwide retail on-highway price for a gallon of diesel came in at $3.695, according to the July 16 report by the Energy Information Administration of the Department of Energy. That’s up almost a nickel from the beginning of the month. Still, other than the past couple of weeks, the last time the price of diesel was lower was Feb. 21, 2011, when it was $3.573. And diesel is now 22.8 cents cheaper than it was a year ago.
