SAN JOAQUIN COUNTY, Calif. — San Joaquin District Attorney Ron Freitas announced the arraignment of Manvir Singh on Thursday in the San Joaquin Superior Court. Singh faces multiple felony counts following a fatal multi-vehicle collision that occurred on May 19, 2026, on Northbound Highway 99 near Harney Lane in Lodi.

The charges against Singh include:

Vehicular Manslaughter with Gross Negligence (PC 192(c)(1))

Enhancement: Fleeing the Scene of a Crime (VC 20001(c))

Vehicular Manslaughter with Gross Negligence (PC 192(c)(1))

Fleeing the Scene of a Crime (VC 20001(c))

Reckless Driving Causing Specified Injury (VC 23105(a))

Three counts of Infliction of Great Bodily Injury (PC 12022.7(a))

Hit and Run Resulting in Permanent Injury or Death (VC 20001(b)(2))

Singh entered a not guilty plea.

The DA’s press release announcing the charges state that Singh was operating a fully loaded semi-truck when he collided with a vehicle, killing two occupants, a 20-year-old male and a 16-year-old male.

Following the collision, the DA says Singh allegedly abandoned his vehicle and fled the scene on foot before being apprehended by officers.

“My office has charged this defendant with the most serious applicable offenses to ensure he is held fully accountable for the lives stolen and the families devastated by this reckless act, Freitas said. “We also asked for no bail so he will be brought to justice.”

The court set bail at $400,000.

The United States Department of Homeland Security (DHS) issued a statement as well after U.S. Immigration and Customs Enforcement (ICE) lodged a detainer asking California sanctuary politicians to “not release an illegal alien who killed two people in a crash while he was behind the wheel of a semi-truck.”

“This criminal illegal alien from India should never have been behind the wheel of a semi-truck and allowed to kill two innocent people in a multi-vehicle crash in California,” said Acting Assistant Secretary Lauren Bis. “He is now charged with vehicular manslaughter, hit and run resulting in death or injury, and resisting a police officer. This is yet another example of why illegal aliens should not be operating trucks on American highways. We need Congress to pass Dalilah’s Law to prohibit states from granting illegal aliens commercial driver’s licenses.”
